In 2006, Dragonfly identified comprehensive reading instruction as a critical need of Koa’e area children.  To meet this need, “Discovering Reading” was developed.  A time-tested, phonics-based approach, Hooked on Phonics, was selected for its simplicity and effectiveness.  A key component of the program is one-on-one tutoring.  Each pupil builds a relationship of trust and rapport with a regular tutor, trained to guide the student towards his or her best performance.  Assessment results have confirmed the effectiveness of this program, which has been closing the gap in Koa’e area literacy since its inception.
